Five-year collaboration will build the technology, data, and delivery capabilities needed to translate genomic research into real-world healthcare applications under Singapore's National Precision Medicine programme.

SINGAPORE – Media OutReach Newswire – 2 October 2026 – Precision Health Research, Singapore (PRECISE), and AI & digital transformation company, Temus, signed a memorandum of understanding to establish a PRECISE-Temus Joint Innovation Centre (JIC), a five-year collaboration to support the technology, data, and delivery capabilities for Phase III of Singapore's National Precision Medicine (NPM) programme.

The signing took place at the Precision Health Partnerships in Singapore event, witnessed by Guest of Honour Mr Ong Ye Kung, Minister for Health and Coordinating Minister for Social Policies.

The JIC brings together PRECISE's leadership of Singapore's national precision medicine programme with Temus's vision-to-value with velocity approach to transformation. It will help translate precision medicine from research into practical applications by strengthening the digital infrastructure, operating models, and safeguards needed to manage genomic data securely and responsibly.

Supporting Phase III of NPM

NPM's Phase III, launched in November 2025, aims to sequence the genomes of about 10 per cent of Singapore's local resident population (450,000 residents) - and build evidence on how genomic information can be used responsibly in healthcare at population scale, while continuing to support research into health and disease.

"Phase III is not simply about sequencing more genomes. It is about ensuring that NPM Phase III can manage genomic data securely and responsibly, in ways that support both research and care. The Joint Innovation Centre gives us a practical way to develop the platforms we need, keep them current and ensure they continue to meet evolving needs in this fast developing field without compromising security or scientific quality," said Professor Patrick Tan, Executive Director of PRECISE.

The JIC builds on work that PRECISE and Temus have undertaken together since 2024, providing a proven foundation for the next phase of the partnership. This includes plans to build a secure genomics data infrastructure that handles around 13.6 petabytes of genomic data – scaling to more than 60 petabytes, cutting data-processing timelines from weeks to days, and generating genome-wide association results for 100,000 genomes. The work spans data pipelines, research platforms, and visualisation solutions.

Building on secure genomics infrastructure

The JIC aims to place this work within a longer-term operating model. Scientists and engineers will work together to develop shared platforms for processing and analysing whole-genome data efficiently, sustainably and securely. The centre will also help ensure that these platforms can be maintained and improved as programme needs evolve, rather than rebuilt for each new project.

The team will also establish structured processes and appropriate safeguards to assess and integrate emerging methodologies and technologies, including AI-enabled tools.

Developing talent and delivery capability

Beyond enabling precision health and innovation, the JIC is expected to build specialist delivery capability development across Singapore's precision health ecosystem. In partnership with PRECISE, Temus plans to explore talent development pathways for specialist consultants and engineers in areas such as computational biology and bioinformatics specific to precision medicine and genomics. These specialists would work alongside research and technology teams to build practical expertise through live projects.

For Temus, the JIC also represents a significant healthcare application of its AI Foundry, one of the priority sectors under Singapore's National AI Impact Programme. Launched in May 2026 at ATxSummit with support from Digital Industry Singapore, the AI Foundry is hiring, developing and deploying 50 Singapore-based AI professionals in live enterprise projects, building production-grade AI assets, data pipelines, governance frameworks and human-in-the-loop systems for regulated and operationally complex environments.
